I have had the paragraphs, in the despatch which covered the retrenchment report, relating to the medical and sanitary departments taken out and registered separately. I now minute on them, having had the advantage of discussing some of the points with Hospital. Reference should be made to report pp. XXVII and XXXVI-VII and to the Evidence in the Appendix pp 142-50; 167-7. I take these two departments together.
